I have the honour to refer to the 3rd paragraph of my despatch o. 22 of the 24th May, and to enclose for your information a copy of the minutes of a meeting of the University of Hong Kong Provisional Powers Committee held in the Colonial Office on the 21st November.

Owing to the fact that the members of the Committee had not been technically appointed when the previous meetings were held, these minutes cover all authorisations made by the Committee since its first meeting of the 22nd March, 1941.

3. As two University members of the Committee Dr. D. J. bloss and ar. A. Morse are no longer in this country, it is considered inappropriate for further meetings of the Committee to be held here. Since ar. loss and

r. Morse are in Hong Kong, and as, under Section 2(3) of the Order in Council of the 27th March, the powers of the Committee may be exercised at a meeting at which two members are present, I suggest that any future meetings of the Committee which may be necessary should take place in Hong Kong.

4. It will be noted that under Section 6 of the order in Council, the powers of the Committee cease when the Court and Council of the University are revived, by notification of appointments in the Hong Kong Gazette. You will recall that the main reason for deferring the re-opening of the University in time for the first term of the academic year was in order the consideration by H.A. G. of the recommendations put forward by the Hong Kong University Advisory Committee should not thereby be prejudiced. It was hoped, however, that a decision on the Committee's recommendations regarding the future status of the University would have been taken in time to permit of re-opening in January, 1947. Unfortunately,

the Report is still under consideration, and I fear that no decision can be expected by January, În these circumstances, you will no doubt wish to discuss with the Vice Chancellor whether or not the present arrangement whereby the facilities of the University are controlled by the University Interim Committee should be continued for another term. this event, the Court and Council would still remain in suspense and the powers of the Frovisional Powers Committee would still operate.
